Project Overview

Tohama Company for Engineering Inspection was awarded all lifting inspection operations at the Karbala Refinery Project (KRP), a strategic oil infrastructure development in Iraq. The company was exclusively responsible for the inspection, certification, and safety assurance of all lifting equipment and accessories across the entire refinery.

Scope of Work by Tohama

Tohama’s role in the KRP project was centered on ensuring safe and compliant lifting operations through a full suite of technical inspections, load testing, training, and certification services, executed in accordance with LEEA (Lifting Equipment Engineers Association) standards.

1. Lifting Equipment & Gears Inspection

  • Visual inspection and load testing of cranes, forklifts, hoists, winches, and lifts

  • Periodic inspection schedules (5–12 months based on equipment type)

  • Functional testing and tagging of lifting accessories (slings, shackles, hooks, chains)

  • Certification issuance and traceable inspection records

  • Coordination with refinery HSE for permit-to-work compliance

  • All procedures and reports were fully compliant with LEEA guidelines

2. Types of Equipment Inspected

  • Mobile Cranes, Crawler Cranes, A-Frame Lifts

  • Forklifts, Scissor Lifts, Boom Trucks, Telescopic Man Lifts

  • Chain Blocks, Lever Hoists, Trolleys

  • Slings (wire, web, round), Shackles, Eye Bolts, Hooks, Beam Clamps

  • Cargo Boom Trucks, Pallet Trucks

  • Man Baskets, MEWP (Vehicle & Platform Types)

3. Technical Personnel and Certifications

  • All inspectors were LEEA Level II Certified, ensuring adherence to international best practices in lifting safety and equipment evaluation

  • On-site operator training and LEEA-based instruction for riggers, crane operators, and signalmen

  • Personnel experienced in refinery protocols and Ministry of Oil regulations

  • Compliance with ISO 45001, LEEA, and national safety legislation

4. HSE & Quality Compliance

Tohama maintained a zero-incident record during the entire project duration. All inspections were executed with:

  • LEEA-aligned methods and documentation

  • ISO 45001: Occupational Health and Safety

  • ISO 9001: Quality Management

  • Toolbox talks, lifting safety inductions, and routine drills

  • Full inspection trail including defect logging, retests, and safety validation
